Bushika, Michael G. Denault, Kurt Gamari, Douglas Wright **Absent:** John Dunn --- I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Welcome to the meeting of the Stamford Select Board. If you have a matter to discuss that is not included on the agenda, **Nancy L. Bushika (Chair):** you may do so by addressing the chairperson and stating your name and address. You will notice that all our meetings are recorded, and this is to aid with a summarization of the minutes. Visitors are welcome, and we allow five minutes of comments per visitor and 15 minutes per topic. Discussions will be held in a calm and civilized manner and respectful of others. Select board members present are... Michael G. Denault. Nancy Bushika. **Speaker 1:** Douglas Wright. Kurt Gamari. **Nancy L. Bushika (Chair):** Will there be any adding of items or removing items from tonight's agenda? So additional correspondence has come in since the agenda was done. Will there be any adjustments to the agenda, such as changes to the agenda? Any changes in the order of items? I think we're good. Okay. Hearing of visitors. Yes. **Speaker 2:** Peter Greenbush, representing Planning Commission. I just wanted to touch base. If you received my email regarding Dave Poppin's resignation, and also I know that Deb had put in a letter of interest for the second ultimate position. With the assumption, like I said, that Dave will probably want to stay. I mean, of course, Dave is welcome. You know, everybody would love to have Dave back, you know, to receive or to fill the end spot. But I can just assume that he'll probably want to stay an alternate. And I just wanted to put in, again, my blessings from me and from everybody that I spoke to. About Deb assuming that position. **Nancy L. Bushika (Chair):** Yeah. I talked to Dave tonight. Okay. He said he would stay alternate. Now, the alternate only serves when the Planning Commission is having a hearing, but some, when they come to land and you have to, the Planning Commission has to redo the plan. So Dave is happy to be there, serve, if any of those hearings ever come up. So, yeah. If we need him. If you need him. Mm-hmm. If you need him. So we do have a vacant position that Dan resigned from the Planning Commission. **Speaker 3:** So, Deb Bouchard wants to come in. **Speaker 2:** Well, she initially put in prior to Dan's resignation. For a second. For a second. To be an alternate. Okay. And then after that, I received some correspondence from Dan that I sent to you. Okay. That I sent to you guys. Okay. Letting them know that, or letting everybody know that he was resigning for 30-something years. Thank you so much. Mm-hmm. And then I just had stated that, of course, Dave would go to Dave first. And if Dave wanted to jump back on. Okay. Dave can jump. Sure. If he didn't want to, like I assumed he would probably not want to jump back on. He would want to stay in the alternate because the winter's coming and all that stuff. That Deb could fit in. Okay. And then I sent to you guys, letting everybody know that he was resigning for 30-something years. Thank you so much. And then I just had stated that, of course, Dave would go to Dave first. And if Dave wanted to jump back on. Okay. And then I just had stated that, of course, Dave would want to jump back on. Okay. And then I just had stated that, of course, Dave would want to jump back on. Okay. And then I just had stated that, of course, Dave would want to jump back on. **Michael G. Denault (inferred):** Okay. And then I just had stated that, of course, Dave would want to jump back on. Okay. And then I just had stated that, of course, Dave would want to jump back on. **Michael G. Denault (inferred):** Okay. And then I just had stated that, of course, Dave would want to jump back on. **Michael G. Denault (inferred):** Okay. And then I just had stated that, of course, Dave would want to jump back on. Okay. And then I just had stated that, of course, Dave would want to jump back on. Okay. **Michael G. Denault (inferred):** And then I just had stated that, of course, Dave would want to jump back on. This is to get it out there, not my personal opinion. Is there a conflict of interest being the AO and being on the planning board? I don't think so, not personally. **Speaker 2:** I think it's actually a better thing for- Because I know that's going to come up, so I just wanted to- Yeah, which is fine. I haven't really talked to anybody regarding that other than the conversation we sat and talked about. **Speaker 4:** No, it's not my opinion. **Michael G. Denault (inferred):** I just think anytime there's two positions held by one person, there's always that question. **Speaker 2:** I don't believe that there's anything that she could gain from. Yeah, I don't think that there's anything monetary or anything that she could gain from. I think with the knowledge and her role that she holds with the town as well, could be an asset when we're writing, coming out with the ideas, the town plan, the laws, the bylaws and stuff like that. So I personally don't see a conflict of interest. And to my knowledge, there isn't anything that says those two positions can't hold. Sure. **Speaker 1:** Her position as AO is up this coming year anyways, so she would have to recuse herself on interviewing new candidates if that was the case. Only that, but it wouldn't be a conflict like financially or anything. No, under the law, there's no law. **Nancy L. Bushika (Chair):** Probably if she said, I think you want to charge for a swimming pool and she would get the money for that, **Michael G. Denault (inferred):** then that's up to us, isn't it, to set those limits? You guys are... **Speaker 5:** We set them at home. **Nancy L. Bushika (Chair):** If she recommends it, it might look like it, but... **Michael G. Denault (inferred):** Yeah. Everything could be... I just want to make sure before you pull the trigger on it and have someone say, well, it says right here, you can't do two seats. Yeah, I agree, it would be beneficial **Speaker 6:** to have her involved. **Speaker 1:** When I was the AO, I went to every planning commission meeting and it was just like having another person there, another... Yeah. It really worked out for me. I think Ron, for years, was both on the planning board and... Yes. **Speaker 7:** Yeah. **Speaker 8:** Yeah. **Speaker 2:** Covering our tracks. Yep. And so, with that being said, I know you guys got to do your thing with that. Also, I'm assuming Kerr handed you the new attendance policy that we voted on. Ultimately, we're just putting it in front of you for your approval. We just put something forth, voted on by our board, and you guys ultimately have it. It's in correspondence. Yeah. **Nancy L. Bushika (Chair):** So, could I have a motion to accept Dan Popfin's resignation? Make a motion to accept Dan's resignation. **Speaker 1:** Second. From the planning commission. For the big, beautiful letter. Second. Yeah. All in favor? **Speaker 9:** Aye. **Nancy L. Bushika (Chair):** Aye. **Speaker 1:** Aye. **Speaker 10:** Could I have a motion to appoint Depp or Sharr **Nancy L. Bushika (Chair):** to the planning commission to fill Dan's term, which is up March of 2026? Motion. Second. All in favor? Aye. Aye. Second. All in favor? Aye. **Michael G. Denault (inferred):** Aye. Aye. **Nancy L. Bushika (Chair):** Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. **Michael G. Denault (inferred):** Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Bushika (Chair):** unexcused absence of any members from more than three consecutive or 25% of total meetings over a period of one year term will be cost for consideration for removal from Planning Commission at the discretion of the chair and voted by majority of the board such affirmation vote for removal shall be advanced to the select board immediately requesting the appropriate measures to be taken members will be advised when two consecutive or total four absences have accumulated this measure shall not be applicable to alternates where their attendance is required only by absent or refusal of a regular member signature below indicates they receive this policy and understand so everybody's got it I guess this is their policy do we have to accept it I mean it's the you all you do **Michael G. Denault (inferred):** is recommend that they get removed anyways we appoint right and we can tell them that it's not really right you can't say you're off we have to go through the board but this is theirs but I we've talked about that way way back it was the people that weren't showing up **Michael G. Denault (inferred):** I thought yeah I thought it just needed to be accepted by you guys right over this here yeah I I I think it's theirs now when this came up a long time ago I was all for it you know you're not going to do your job why why you there you know especially if there's other people knocking at the door to do the job there are some people who just want to hold positions because they don't want to come out on the other hand if someone gets ill they got a three-year term and they're out for six months last year I had vertigo I missed about three or four meetings you know but then once I was better I came right back **Speaker 8:** wasn't really something I was doing anything medical we've talked about this **Speaker 2:** even on camera that of course if anything medical comes up you know immediate toughening of things like cool so in each case will be looked at yeah yeah I mean it's this is just kind of touched up just because we have a pretty busy years coming up yeah it's actually the last time we had a different **Speaker 4:** attendance policy was the last time we were doing the bylaws yeah I mean if you guys want to if you gotta make a motion make a motion to accept it if that's what we have to do second I don't know if we **Nancy L. Bushika (Chair):** have to or not well it's their policy so it doesn't hurt to do it right we **Michael G. Denault (inferred):** saw all in favor yes all right thank you reading and approval of records and **Nancy L. Bushika (Chair):** orders November 6 2025 motion to approve second anybody second I wasn't here I think you were here I think it was just me how many did you miss in a row Kerr I just want to know just one I think one in a row **Nancy L. Bushika (Chair):** you get paid so much Kerr my mom was actually in the hospital so we'll have to wait on those excuse yeah highway update Dave I talked to Dave tonight he couldn't make it the propane furnace at the garage is gone and he talked to H.A George and Dave's going to get a reprice on it I don't know if they emailed you Lori they were going to do that **Speaker 11:** Dave did you talk to him about any alternative fuels or anything like that or no no I'm just curious **Michael G. Denault (inferred):** such as electric split split units like we talked about you got both in air condition and and I don't know if that's the right building for it but I'm just asking **Speaker 12:** no I know what you're talking about yeah pretty it's like a tin building right yeah I don't know if **Speaker 9:** it's practical with the uninsulated building yeah as big as it is right right yeah I mean I used gas **Michael G. Denault (inferred):** at my shop and that's where I got a big monster building you're also I mean if they had an enclosed space like probably if they insulated it drop still again yeah yeah like a little office space or something I am looking into a split unit down the shop that because of air conditioning um that's right mine's brick so not tinted, but it's still not insulated. **Speaker 9:** That's why we put the heat pump in our house three years ago. Yeah. Because when we built it, we had no idea we could be able to have air conditioning. Right, right, yeah. **Michael G. Denault (inferred):** They're getting better. For a while, they struggled to blow up like 40 degrees about a billion footer, yeah. **Nancy L. Bushika (Chair):** Dave believes the propane furnace was there when the garage was built, and that's- **Michael G. Denault (inferred):** Well, got it. What year was that? **Nancy L. Bushika (Chair):** Probably mid-70s, maybe? **Speaker 11:** Remember Sophie Jager on there with the canker? **Michael G. Denault (inferred):** The bottle pusher. 80s at least. Yeah. **Speaker 11:** Equipment's okay. **Michael G. Denault (inferred):** Talk about heat. So we get everything moving on in here? **Speaker 13:** Yes, ask him about work to build that into the wall in this room, replace this one. **Nancy L. Bushika (Chair):** Anything else on highway? Any other questions you had? Recycling, Larry sent me an email today about an enforcement officer will be, he's under contract with the state of Vermont, and he comes to review hauler and facility records for a payment of $6 a ton franchise fee to ensure a fair and level playing field among haulers and facilities. I've never heard of this. Can you explain that to any of us? Laurie never heard about it. What it is, so I, what it is, if the hauler only hauls in-state to transfer stations or Coventry landfills. The hauler doesn't pay the tax. If a hauler hauls solid waste directly out of state for disposal, landfill or incineration, they're responsible for paying the tax. Each ton of waste is taxed only once. They pay the tax in the facility. **Michael G. Denault (inferred):** Tax to what state? What's that? Tax to what state? The one they're leaving or the one they're bringing in? **Nancy L. Bushika (Chair):** Out of state waste going through Vermont's solid waste facility is still subject to a franchise tax. And if waste is delivered to an out-of-state landfill to be used as alternative daily cover, the hauler needs to record this to the state. So I had no idea what it was and I wrote to VCRC to ask them and they said, since the 80s, the state has charged a fee of $6 per ton on trash that is collected from the transfer station owners. This is largely self-reported and Casella should be handling this part of your contract. It may be worth double-checking. The state hires a private contractor to travel around the state and do occasional audits on waste and compare it to the self-reporting. The last contractor retired after doing it for 30 plus years. This is the contact information for the new contractor. **Michael G. Denault (inferred):** You mean the 30-year-old guy never came here? Probably. The new guys, the new guys. **Nancy L. Bushika (Chair):** Yes. So Lori and Dave probably watch, I don't know what they want. **Michael G. Denault (inferred):** So if there's a deceptive, a discrepancy, this guy comes in and goes, hey, that's not meeting what Casella's doing. Who's responsible, us? Yeah, that's what I was going to say. What about the last 30 years where we weren't inspected? Right. **Speaker 11:** It would really be a discrepancy of what Casella is reporting. **Speaker 5:** Right. **Michael G. Denault (inferred):** So it's on them. I would think, but we're the owners. **Nancy L. Bushika (Chair):** And does this mean, how about our metal and steel? Is that considered, because Casella doesn't take that. **Nancy L. Bushika (Chair):** I think this is, let's just file it away until somebody comes. **Michael G. Denault (inferred):** It's like extortion here. **Nancy L. Bushika (Chair):** Never heard of this. **Michael G. Denault (inferred):** Take me out. **Nancy L. Bushika (Chair):** Never heard of this in 30 years. **Michael G. Denault (inferred):** Let's just see how it goes. We'll learn something from it, I guess. OK. **Nancy L. Bushika (Chair):** All right. Discussion. Assessor clerk position. Lori, did you get any more applications? **Speaker 14:** I just have the two applications. **Michael G. Denault (inferred):** So last time we talked about this, I asked, to wait until we had a full board so we could, because one of the applicants is on the board. Oh. OK. All right. There you go. **Nancy L. Bushika (Chair):** So. Then I have to refuse myself. **Michael G. Denault (inferred):** I thought it would be a good idea to wait until the whole board was here. Yeah. And now we don't have a board again. So I don't know if you guys want to, I mean, could we discuss? Do you want to do this now? Or do you want to wait until it's here? And the problem is, we keep waiting. **Michael G. Denault (inferred):** Did Sally give us that extra week? **Speaker 13:** Sally's last day is tomorrow. Yeah. **Michael G. Denault (inferred):** So we've done this already. She was already the last day, and she gave us two weeks. She gave you another two weeks, figuring you'd make a decision tonight. **Speaker 9:** Yeah. Is it public record as to who the two people are? Yeah. Yeah. Yeah. So it's Nancy and the Sullivan's? Julie Ann Sullivan. **Michael G. Denault (inferred):** Julie Ann Sullivan. **Nancy L. Bushika (Chair):** We didn't review any of the, any of hers, or mine either. **Michael G. Denault (inferred):** To me, I would have liked to have had, I actually tried to reach out to Sally tonight. I would like to know more about an important job. Yeah. So then I would like to interview people for a job, and not just make a motion to make a decision like you did. Is there a job description existing? **Nancy L. Bushika (Chair):** Yes, there is. Attached to mine is the whole job description. **Michael G. Denault (inferred):** There isn't. It's not a job description. **Nancy L. Bushika (Chair):** Do you want to take a look, kind of, at how your salary is? **Michael G. Denault (inferred):** Yeah. But my concern is Bob. It all doesn't matter. I don't know about Bob. So, you know, it's. It's one of those things where I want to be fair. **Speaker 9:** Yeah. Yep. Can I ask a question? Yeah. Yeah. It may, it may, I don't know, it's because of Mike. When I first came here, we had a lister, not a lister's clerk. **Speaker 1:** I remember you guys hired Deb Donovan, I think it was. She was a lister. She was a lister, but she was doing the lister's clerk stuff, too, as well, right? Am I, am I wrong with that? **Nancy L. Bushika (Chair):** Well, the listers were doing it all themselves, in-house, because we did not have an outside assessor for. **Speaker 1:** You kind of sort of answered my question. So, the purpose of, if I remember the call of the meetings and hiring a lister's clerk was because we didn't have lister's. We needed a lister's clerk. Well, we didn't, we had to hire an assessor. Right. But we didn't have lister's. But now, I thought we were having lister's now. Well, we have one. We got to have one in front, I guess. **Speaker 13:** So. **Michael G. Denault (inferred):** We have a lister. **Speaker 13:** You need a corral to add. So, you need at least two listers. So, if you have two listers to do the job as lister, then no one has ever come forward. So, until the listers could come up to speed, we need to keep the assessor. But the assessor doesn't do the day-to-day phone calls and appointments and things that have to be done. **Speaker 2:** So, once that, those two or three people, the second or third lister is done, then this position that we speak of right now would be eliminated. **Nancy L. Bushika (Chair):** Could be. Could be. **Speaker 2:** Should be. Or could be. Could be. **Speaker 2:** Could be. Sounds like it should be. Well, that's what I'm trying to get at. **Speaker 1:** Well, I'm just saying, before, before, before we had lister's, when we had lister's, we had no lister's clerk. Correct. When the lister's quit, we had to hire someone to do what we're doing now. And now, we've got lister's coming back, seems to me that we should be looking for a lister, which is probably more important than a lister's clerk. We have been looking for a lister. **Nancy L. Bushika (Chair):** We have been looking. **Speaker 1:** But now, no one's stepped up. It would be nice if one of these two wants to be a lister. **Speaker 1:** But now, they actually voted for one, because we can appoint them now that one's been elected, right? Wouldn't it be more legal? **Nancy L. Bushika (Chair):** Could appoint. Anyone who was interested could be appointed. That's correct. **Nancy L. Bushika (Chair):** And they, there's probably trainings within that training time. **Michael G. Denault (inferred):** But you trained the first one and let her train the second one. **Speaker 5:** It may be a temporary. **Michael G. Denault (inferred):** It's all by us having lister's, right? Debs hasn't been trained yet. **Speaker 1:** No, I don't know. I don't know the lister's yet. Okay. **Speaker 1:** So, so if Pete right now says he's going to be, he wants to be the lister, now does that take effect? Motion. The motion is seconded and approved. But, but does it take effect tonight or is it after the certification and all of that in order to be a legal? **Michael G. Denault (inferred):** I think the way I looked at it was the training was an on-job training that the state will pay, help pay for if it's elected. That's because I've gotten back and forth so many times on that. But I don't see why it couldn't just start right away. And then. Yeah. So I was trained. The training comes with it. I don't, I don't have to do what you have to do. **Michael G. Denault (inferred):** But we don't have the second lister. Yeah, there's no one doing, no one's coming for the job. So what you're saying makes sense once we get a lister. We have. We could probably fill that job this week. Well, we've been, we've been advertising for four months. Where? I've never seen it. It's been, not, not four months. A year. Because it was an elected position. **Speaker 1:** Well, I know it was an elected position. I know that you've been advertising for it. Yeah. But I've never seen an advertisement. **Michael G. Denault (inferred):** We've had, we've had door advertising, all the public places, our website, and every meeting we mentioned. End of the minute, usually. Well, pay attention. Is that what you're wanting to hear? I can't. Can't afford to. No, I had 88. Can't. Taxes are too high. Yeah, my taxes are too high. **Michael G. Denault (inferred):** Yeah. No, I agree with you. It makes sense. It makes sense to have them do that job and, you know, do away with this. So, if they have to list it now, right? But at this point, that's not, we're not at that point. There's nobody coming for certain positions. Right. Some positions. But if, if you thought you could fill it next week and the slide board wants to wait another two weeks, now we don't have anybody tomorrow. That's our problem. We don't have anybody tomorrow. **Speaker 1:** Who do you have to train tomorrow? I mean, you've got to. So, the person's just, she's leaving tomorrow. And you've got to. Somebody that really doesn't know the job is walking in on it. **Speaker 15:** Maybe. **Michael G. Denault (inferred):** That's my, I haven't interviewed either one of these candidates. Maybe one of the candidates or both the candidates know the job inside and out. **Speaker 1:** But would you hire a clerk right now if you had somebody come in to be the lister? That's my. No, probably not. **Michael G. Denault (inferred):** You have to. If I, if I had someone tomorrow that we can appoint. It can't be, it just can't be a vacancy. Right. And it's not at this point. We don't have anybody right this second. And you already have that. Yeah. We have that. Yeah. I'm just saying we're in that, we're in that same situation. We wait. I just don't. It's the last minute thing. Taxes and all that. And then you're going to have to hire somebody else. It's a last minute situation. Yeah. You know. It can't be a vacated position. It's got to be filled like instantaneously. I don't know. I mean, is there work to be done next week? Or if there's no work to be done, like you said. Sally gave us extra two weeks. During that two weeks, did she work? **Speaker 13:** Yeah. **Michael G. Denault (inferred):** Yeah. You know, what did she do? Is there actual jobs that she's doing? **Speaker 13:** I think she's just trying to bring everything up to speed. Yeah. And get it ready to. **Michael G. Denault (inferred):** And that's the other question is, is if the next person steps in, is she going to kind of guide them? Or has she done nothing? **Speaker 13:** Oh, I mean, maybe a half second. **Speaker 9:** Sure. If you've got two. And what? **Nancy L. Bushika (Chair):** What? **Speaker 9:** I'm saying. Are you shaking your head no? **Nancy L. Bushika (Chair):** No, I don't know. I don't know. She didn't say what she's doing. **Speaker 9:** If you have two people who applied for the job, do we have any idea whether Julianne has any background? **Michael G. Denault (inferred):** According to what I read, I have. I want to talk about what the board did not assume anything. Maybe the board knows more than I do. I've just read the resume. And I read Nancy's resume. And I personally know Nancy. So I know what she's done for the town. I know her capabilities. I know what she's done for the town. **Speaker 16:** But I want to make sure it's fair. **Speaker 9:** I wonder if in fairness you take on somebody from, you know, new to the job and new to working in the town and knowing that it's only going to be a short-term position. Right. Well, that's, yeah. That's true. Or if Nancy takes the position. And she gets fired. She don't care. Yeah. And it drops. And it goes away in three months. It isn't like a young person coming in. **Speaker 16:** Stop losing her. **Michael G. Denault (inferred):** Yeah. I get it. I get it. I get it. I get it. The smartest thing would be I take on somebody that knows what they're doing right now. **Speaker 1:** Well. And then if a lister comes in tomorrow and says, I'll be the lister, you have someone here that could stay on for a while and train. I would like to. I can't train. I can't train anybody. Because I don't know what to do there. I'd like to take, to train somebody for the assessor clerk. Well, but you've come with familiarity. I've done part of it over the years. As a record. Because I don't know what to do there. I'd like to take, to train somebody for the assessor clerk. **Nancy L. Bushika (Chair):** No, but you've come with familiarity. I've done part of it over the years. As a record. I don't know what to do there. I'd like to train somebody for the assessor clerk. **Speaker 9:** But you've come with familiarity. **Nancy L. Bushika (Chair):** I've done part of it over the years that I've helped. When I was clerk and treasurer, we were still doing the same thing that we did 18 years ago. That part I'm doing. We're going to an executive session anyway. **Michael G. Denault (inferred):** I would like to talk about it a little bit more, but I just want to read the letter again and not take up the time. Okay. **Nancy L. Bushika (Chair):** Plan future budget meetings. So, do we want to start reviewing employee salaries? I think we did that like in December last year. And then start thinking about budgets. **Michael G. Denault (inferred):** We could do employee salaries whenever you feel like it. That's pretty quick. No payments to raise this year again. **Nancy L. Bushika (Chair):** Before meetings, after meetings, before our next meeting, 530. Yeah. A couple of the employees. **Speaker 5:** Yeah. **Nancy L. Bushika (Chair):** Sure. Can you, we could do Dave and Mike and Jim or talk about them. Providing there's no snow because they'll be out. 530 next meeting. Condons, we got Dan's resignation from the planning commission. Anything else under correspondence, Laurie? Old business, 911 numbering update. Any update on that? I have not heard anything. Sign update. **Speaker 9:** They were planting the post this afternoon. They won't grow. But you want to take care of them that way. **Speaker 1:** Yeah. They stuck the post in the ground. Supposedly, they have three or four signs that they're doing. So, they've tooled up for the sign machine or the, you know what I'm talking about. Sort of like CNC type of thing. And so, once the, they've already got the letters and stuff all done, they just got to go from there. That's got to set up. Contract is what I think they usually take it to the . I think it's already done. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. **Speaker 1:** Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. **Michael G. Denault (inferred):** Yeah. Perfect. **Nancy L. Bushika (Chair):** It's coming up on like the third anniversary or something. Yeah. We might have to have a parade. Get rid of all three signs down the road. Okay, town heating unit in the works. New business. I was going to ask about the Christmas tree. Anybody want to volunteer to take on that project? We're going to have a Christmas tree. Give me a tree. **Michael G. Denault (inferred):** I'll put it up. Decorate, put up, decorate. **Nancy L. Bushika (Chair):** Responsible, what's half the committee doing? I'm taking all of that. I'm an old lady. So, I'm going to make a tree. **Speaker 2:** want to do that. Where did we end up getting one last year? John. John donated one? Yeah. I thought that Mr. Greenbush mentioned last year that he was going to do something. Remember? So it's been kind of kicked around for a long time. Yeah. The meetings kept getting cancelled unfortunately. Not going to happen. Not to my knowledge. I know there was some more stuff. Yeah. With talks with the center. Yeah. And Stephanie. I can reach out to her and see if she's. I don't know. I just haven't been getting the meetings. **Michael G. Denault (inferred):** I know they've had a couple. It's a lot of work. And it's. Yeah. It's. It's. There's a lot of behind the scenes stuff. And I mean. I just couldn't take it on myself. Yeah. And I'm trying to get a. Christmas tree. Well. Well just to do a big thing. Oh yeah. Yeah. Oh yeah. And not just kind of like. Right. We should make it a town event for people to like. Yeah. I think that if we're going to do that we've got to do it way in advance. Sooner. Yeah. So doing it. Yeah. Right before Thanksgiving. I mean I'll put up a tree. If you guys want to get a tree or if you guys want to get a tree. If you know someone who's got a tree or if John. I'll talk to John. I don't know if John's doing trees this year. I don't know. Because Canada's charging you know big bucks for the trees this year I think. So a lot of people aren't doing trees this year. But I'm sure that someone. I mean I don't have a problem going to buy a tree. And I don't want any reimbursement or anything. But if you guys want to give me that I'll get a tree. I'll put it in a stand and I'll put it up. But I'm not decorating it. I'm not putting out a big variety. I think Deb said she didn't have a tree. I don't have any more trees either up there. I can look. I'll look. If I find one. If someone else finds one and you got one just let me know. I can pick it up or whatever. I think Luke. I see a sign out there. Is Luke doing them? Okay. Yeah I can talk to Luke and get one out of the way and stuff. Because I like last year's. It wasn't too big. It was easier to handle. Yeah. I know it's a little bit smaller. I like that we have one. I think that's great that we have a tree. I think kids will like it too. Well I really wish we could do that. **Speaker 15:** I think it looks pretty. Yeah. That night that we light it. Like you know all the towns do. That looks nice. You know. I'm buried in things. I know the center is planning something. I'm not 100% sure. We're supposed to be meeting Monday. What's the center? It's Stephanie's. The old church. It's called the center. Oh okay. So we're our planning commission meeting. We have our bylaw rules. **Speaker 1:** If anybody wants to stop by it's 11 o'clock Wednesday. Here? Monday. I'm sorry. At the center. We didn't want to interfere with the day-to-day operation here and a lot of people had time during the day. We warned the meeting. It's just down there. We warned the meeting so it's going to take place like every Monday. 11 o'clock during the day. 11 o'clock. We have that time span. Sure. **Michael G. Denault (inferred):** And that's what are you going to be doing? That's the town plan you're talking about? The bylaws. Oh the bylaws. Yeah. Alright so with the Christmas tree if you guys want them, if you want me to get one, just call me and I can work on it. I'll get something. We'll wait to hear from Jim. See you. I'll help you. Well either way if you're doing something out in America it doesn't matter. We want to put a tree here. No I know. I'm just saying I don't know. Yeah. We'll get something. I've got to cut a tree. Yeah. Yeah. You're the purpose. **Michael G. Denault (inferred):** They're pretty nasty looking, they're pretty bad, pretty bad. One trim, one trim. What order, Matt, what order put on there? **Michael G. Denault (inferred):** Charlie Brownhill. Don't kill it, Mike. That's what the name of my house is, you know, Charlie Brownhill. Charlie Brownhill, yep. **Nancy L. Bushika (Chair):** Okay, any other new business, Laurie? No. **Nancy L. Bushika (Chair):** No, any other new business, guys? No. **Michael G. Denault (inferred):** How come old business, oh, it is on there, I'm sorry. Sorry, sorry. Okay. **Nancy L. Bushika (Chair):** Oh, really? I make a motion to go into executive session for pending or probable civil litigation or prosecution to which the public body is or may be a party to. Also, did you want to go in for reviewing these? **Michael G. Denault (inferred):** Yes, please. Okay, all right. **Nancy L. Bushika (Chair):** That's the motion to go into executive session, and those are the two reasons why. **Michael G. Denault (inferred):** Second. **Nancy L. Bushika (Chair):** All in favor? **Michael G. Denault (inferred):** Aye. **Nancy L. Bushika (Chair):** I will stay for the civil litigation, but I will remove myself with this one. **Michael G. Denault (inferred):** If we might want to ask you, I have a question, so we can do that, right? Okay, yep, yep. **Michael G. Denault (inferred):** To be fair, I wish the other girl was here.
