Bushika, Michael G. Denault, Douglas Wright, Kurt Gamari, John Dunn --- **Speaker 1:** Okay, let's call the meeting to order. **Speaker 2:** The United States of America, the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. **Nancy L. Bushika (Chair):** Welcome to a meeting of the Stamford Select Board. If you have a matter to discuss that is not included on the agenda, you may do so by addressing the chairperson and stating your name and address. You will notice that all our meetings are recorded, and this is to aid with the summarization of the meeting. The visitors are welcome, and we allow five minutes of comments per visitor and 15 minutes per topic. Discussions will be held in a common, civilized manner and respectful of others. Select Board members present are Michael G. Denault, Nancy Bushika, Douglas Wright, John Dunn, Kirk **Speaker 3:** Kamari. **Nancy L. Bushika (Chair):** Will there be any adding of items or removing items from tonight's agenda? **Speaker 4:** Just have new information. **Nancy L. Bushika (Chair):** And will there be any adjustments to the agenda, such as changing the order of items? Thank you. Good luck. And Jeff is recording tonight's meeting for his YouTube video. Hearing of visitors. **Speaker 5:** Happy of visitors. **Speaker 6:** If anybody noticed, there was an aspirin that had people for a few days this past week running down the property line. Almost two weeks ago, a school called Lori and Lori called me. **Speaker 6:** The generator was running outside. A power company came down and found the form for the two people that are on the pole. Time Leo's memorial was burned. So they replaced the transformer, and it was still shorted out, and they tell them the wires for the outdoor lighting in the back that ran through the trees have been rubbed through. I know they've trimmed the trees. I don't know where they're going because it was down just a little west of where it has refilled. **Nancy L. Bushika (Chair):** And it didn't interrupt the building at all. It didn't. So it's not perfect. **Speaker 6:** It switches so clean. First thing I looked for when I drove down was to look and see the feet pulling. It's really hard to see. It's really hard to see. **Nancy L. Bushika (Chair):** It's really hard to see. It's really hard to see. It's really hard to see. It's really hard to see. It's really hard to see. I'm getting an approval of reference and orders, regular meeting of June 5th. Oh, I'm sorry. That's okay. I'm still on hearing with the jury. Yes. Okay. Yep. I didn't see your hand before. That's okay. **Speaker 7:** I'm just checking to see if the procedural on that. **Nancy L. Bushika (Chair):** I don't know how they're going to treat it, if they're going to treat it as it's legal that we have the meeting, or not. I don't know, but it's been advertised and going forward. **Speaker 7:** We didn't check if the ELCC procedure was not followed. It is. **Speaker 8:** I mean, who makes the ultimate decision on whether the meeting goes forward? **Nancy L. Bushika (Chair):** Select board. We didn't. **Speaker 8:** I mean, one of them is definitely invalid. It's way beyond 14 days. Right. Well, the procedure for the whole application was . We skipped protocol. **Speaker 7:** I mean, we set precedent like that. Hold on. **Speaker 8:** One of the things with a committee, you know, we have to have respect for the chair of the board and other things, but we should definitely at least attend a meeting, one of us, and bring that up. I don't know. I don't know. **Michael G. Denault (inferred):** I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. So, we've had that. There's other issues with it. There's conflict of interest involved in this. Sure. Like you said, the protocol was found and so on. I didn't know, myself, of the select board to stop it or not. We didn't. **Speaker 8:** I mean, if they don't abide by that 14-day rule alone, hold on everybody. Oh, yeah. Because you can go back 20 years if you want to. Yeah. I agree. Yeah. **Speaker 7:** I agree. That's not even my issue. My issue was ... It didn't go through. Yeah. You didn't have to go out. It didn't go through when the first protocol was not followed. The second line on that thing says the permit was denied. There was no permit. So how do you just jump to the DBA? That's my thing, and that's what I was trying to do. Every answer I've gotten back is, yeah. It's too bad that it was advertised. **Nancy L. Bushika (Chair):** Well, Steph, go ahead. No, go ahead, finish. **Speaker 7:** I just, I mean, I guess maybe somebody would look into the LCT. We're setting ourselves up. **Michael G. Denault (inferred):** Hopefully it'll be just thrown out immediately. It won't. It won't be. **Speaker 9:** It'd be a two-hour grandstand. **Speaker 8:** Well, you could make an argument that three people should refuse themselves, and then they can't have a meeting. I mean, there's at least three people that are weighing the weeds on this. **Speaker 7:** But you can't prove it. Yeah, yeah, I can. You can't. Oh, yeah. **Speaker 8:** Well, the meeting shouldn't even go forward on that fact alone. They don't have a quorum. I know two of them. I mean, there's a lot of silent partners out there. I know two of them. **Michael G. Denault (inferred):** Oh, I know three. I'm sorry. Yeah, I know two of them that ask. **Speaker 10:** Yeah, that's, you know. Depends. **Michael G. Denault (inferred):** Depends on who they are. **Speaker 10:** You know, and so he's reviewed everything, and then at the end of the day, the select board, from legal standing, you guys do have the final say. It's like, as an executive director, I have the final say over our organization. I have committees. They never get the final say. They bring their findings to me, and I say, yes, no, and this, that. **Speaker 11:** When is this meeting? **Michael G. Denault (inferred):** 25th next month. **Speaker 10:** 25th. I do think it feels really unfortunate, because there is certainly a better way, especially as I have jumped through all those happily, and we have gotten state feedback, and everything is exactly as it should be. **Michael G. Denault (inferred):** I don't know all the legal ins and outs. And I'm not saying you're wrong. But as a decision maker, in our opinion, that's what we do. We look at things. I would like to recommend, and I don't know if the board wants to vote on it or not, at least tell the chair that we recommend it as cancer. **Speaker 12:** I mean, I would be willing to go as far as we can possibly go. **Speaker 8:** It's up to them. I don't think this is based on any type of, it's based more on hate or discrimination. Something that's just not right. **Michael G. Denault (inferred):** Maybe so. But at least we know that protocol. And I don't want to get in on that one side or the other. I agree that there's some feelings involved here. But definitely protocol wasn't . And definitely, the time, not one of them has passed way beyond the time. So there's, this is wrong. It should be thrown out. Maybe it won't be. But if we're, and I don't know the answer. We should find the answer out. If we have the final say, I want this meeting to go forward, because I think it's wrong. Especially, I said this last meeting, I believe, that the one that has gone beyond the time period is a very dangerous path to go down. I mean, how many people out there haven't got permits for anything they've done since the beginning of the pandemic? **Speaker 8:** I want to clarify that we didn't need one. **Speaker 10:** It wasn't that I didn't apply. I did apply. **Michael G. Denault (inferred):** The 14 days. And I respect for it all. We can come out of the woodwork and just say, I said this last meeting, too. We can just say, I want to argue. It has to go through protocol. It doesn't, you can't, I don't believe that we should just be able to go to the ZBA and call them up and say, I want a meeting. They just have one. Well, Kirk didn't get a permit 30 years ago. I want to have a meeting on it. Sure. I didn't. And again, I'm admitting that I don't know all. But I think it's wrong. And I, as an opinion. I definitely think it's wrong. And I think we should, at the very least, contact the board and tell them that this board feels that they should cancel. I'll be at the meeting. I'm going to try not to. I don't agree to that. I feel that they've got their own committee, their own chairman, their own committee. I understand. And say, hey, wait a minute. This, we can't do this. Hopefully that will happen. Explain to her that we're not in agreement with it and give her reasons why. And then we can discuss it. **Nancy L. Bushika (Chair):** Well, I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. **Speaker 13:** And then we can discuss it. Okay. So, I would say, you know, contact them, email, letter, whatever you want to do. **Speaker 14:** Tell them this board feels that it should not go forward. **Michael G. Denault (inferred):** If you're not in agreement with that, that's fine. But I am sending a message. It's not about who it is. And you know, I understand if there is, there's feelings. There's, you know, there's heated feelings on both sides. Okay. in the aisle a judicial decision on who's right or wrong I'm looking at how the protocol the procedure didn't go through you know if if you are you know we've been in law enforcement you know when you're in law enforcement the police officer doesn't do his procedure right doesn't matter if the guy's guilty or not gets **Speaker 2:** thrown out of court that's what's happening so that that's why I'm **Speaker 15:** hesitant about doing that I just want to have my hand raised so and this I thought **Speaker 16:** was different I don't you guys know and I don't mean any disrespect about this whatsoever but time and time again over the last six months you guys I'm in time again we've had the same exact conversation **Speaker 17:** so I'm not saying to me as a board member I'm not gonna reach any other **Speaker 16:** agency unless I get permission but not saying I don't mean this in a bad way **Speaker 18:** guys have been back a lot yeah in the last six months right I will **Michael G. Denault (inferred):** agree that new subject matter that we have we are not going to be talking about that I'm not going to be talking about that definitely uh finding ourselves in in new territory exactly you know the ethics community **Speaker 16:** let me just ask what is the common denominator well common denominator to me is this smells **Speaker 8:** exactly like the sun this smells like it's coming from the same toilet crap **Speaker 16:** no i don't mean it i'm not specifically saying the name i'm saying we have a serious problem here in stamford we have a serious problem here and and we and you guys are our leaders are going to get sued you understand that we are going to get sued because we don't know what we're doing we're allowing individuals to go rogue in this town and we're not making the judicial decisions that you guys are governing or you guys are supposed to be doing and for that there's people **Speaker 5:** here in town that are suffering for that i don't believe i'm sorry um i know that we're all going **Speaker 7:** through right i am very pointedly and i'm happy to review it please look into know what you're **Speaker 10:** so that tonight and i don't think and to jim's point i think like you mentioned people keep mentioning size and there are we're not on a side we're not against it just got here and we're just trying to do something right and good and um i'm not on the side like and i'm most of the time i just go blind so i was like what the heck and um so i just want to make that also really clear like my heels are not dug in on the side i'm happy to still be like you know open and doing cool stuff and good things and participating well and be a good citizen i think that's a really good thing about that um you know sometimes we're so **Michael G. Denault (inferred):** I agree. I think that I agree with you that it should have been, we should have looked into it deeper. But I feel confident enough right now that both of these permits are null and void. I feel that the time limit was null and void. I don't need a lawyer to tell me. I'm confident in that. The second one, permit, it says that the permit was denied and there was no permit. No one asked for a permit. No one followed up. There was no permit. No permit was needed. It just went over. So if someone came through you and you said no permit was needed, then there could be. **Speaker 7:** If somebody came to me, do I say, please put it up? Without the flats, you have the papers. Yeah, no, no, that's. That's for the little houses. For the houses. I'm talking about. **Speaker 19:** Yeah, so for the church. **Speaker 20:** I think we're all in the church. **Michael G. Denault (inferred):** Yeah, I am. **Speaker 7:** It is a place of non-conditional use. It's always been. **Speaker 19:** Well, the word change in use isn't even in the bylaws, but the conditional use is there, correct? **Speaker 7:** Conditional is, but it's always been a conditional use. And I agree. It's always been a conditional use. Sure. It's always been there. So it's not up to me to request, unless I'm 100% sure. We're dead. So. **Speaker 10:** Even from that respect, if you're like, hey, you know what? It's a paper. Well, no, it won't make it go away. **Speaker 21:** It's such a precedent that if it then becomes, I would have to deny it because. **Speaker 7:** Something that can't be. Conditional use. And they would, over months and months. **Michael G. Denault (inferred):** It shouldn't take months to get. **Speaker 7:** It does. **Michael G. Denault (inferred):** So, that being said, if we were to say we voted on it, and that chairman still has the meeting, uncharted waters. **Speaker 22:** So. **Nancy L. Bushika (Chair):** I don't know. And do we have the right to say. You can't hold this meeting. I don't know if we have. **Speaker 16:** It's your ultimate decision. Period. I don't think you have a right. However. **Speaker 23:** I'm sorry. What's your name? I'm sorry. Christine Dober. You can say to them, I don't agree with your decision. They can separate the meeting. **Michael G. Denault (inferred):** So, I think that's a big difference is appointed. **Speaker 7:** It's a long one. **Michael G. Denault (inferred):** A while back. This is probably. **Nancy L. Bushika (Chair):** It's about the house. Four weeks. Two buildings up there without a permit. Well, no. They have the permit. They have the permit for the two buildings up on Klondike. That was it. Yeah. Yes. That's a notice. Yeah. And the other one was change of use. **Speaker 24:** Which the fire marshal actually verified was unnecessary. **Nancy L. Bushika (Chair):** Or was it taking down the garage? Was that included in that? **Speaker 10:** I don't remember. But even if it's taking down the garage, we filed paperwork for that. It's hard to solve this problem because all that stuff is irrelevant. Because Dave called them and he called me. You needed to file a notice that you were going to take this and you file it now. So, it's done. **Nancy L. Bushika (Chair):** With the fire marshal or with us? **Speaker 10:** No, it's not with the fire marshal. It had to be with the. **Speaker 25:** From the people that filed the complaint. **Speaker 10:** So, the very people that Dave was emailing and sending to everyone. Those very people called me. I talked with them. He said. File this notice. I filed it. **Nancy L. Bushika (Chair):** You know, there's at least a half a dozen people. Buildings in town that I know were removed without these permits. And the one recently. This has absolutely nothing to do with the fire marshal. Even before yours, Pete. At least six or eight of them. But even if it. **Speaker 26:** I know. **Speaker 8:** We got to. **Nancy L. Bushika (Chair):** I know. **Speaker 10:** But even if that's. It's been filed. **Speaker 26:** Yours is filed. **Speaker 8:** The bigger point is we got to get to the root of the business. **Speaker 13:** It's just. I'm just not going to say it. It's just the abuse of power. It's ridiculous. It's ridiculous. And at some point, we're going to have to have an executive session and discuss it. **Speaker 27:** It's got nothing to do with the permit. **Speaker 8:** It's just going to be one thing after another. **Nancy L. Bushika (Chair):** We are having a meeting. **Michael G. Denault (inferred):** Okay. I'll wait. We'll have that last executive session. We'll talk about this. **Speaker 8:** I mean, we'll solve this one thing just like we did with the sign. And it'll be the next thing. While we're here. **Speaker 13:** So, while we're on the DBA meeting, how are we going to move forward? We're going to have to put something in writing to give to the chair. That board. Stating how we feel. Evidence of why we feel this way. And then. **Nancy L. Bushika (Chair):** And we don't agree with it. Yes. But we're not going to cancel it. **Speaker 13:** We don't agree with it based on these facts. And hopefully she agrees or disagrees. Well, I guess we'll find out. She is the chair of that board. **Speaker 8:** I mean, we can. Why can't we just. There are meetings after the 20th. Can we cancel it? It's old school stuff. Behind the door. Behind the back. We're not a five woman in this town. **Michael G. Denault (inferred):** They've been in the executive session. I personally, right now, I would like to at least. At least reach out to the board member. And say, we feel as a board. In addition, if you guys, if I don't feel it's strong enough to vote on right now, I'm not. **Speaker 8:** I mean, I hate to say it, but I get absolutely no faith in that board whatsoever. **Speaker 28:** I personally feel, and this is a, as I don't know all the answers. **Michael G. Denault (inferred):** So, but I do feel that both of these permits did not follow protocol. Period and that's about as simple as it gets if you need to have a description of that. No problem, I would like to make a motion that we at least send a email before the 25th to the chairman and let them know, let her know that we don't agree with it that this meeting should go forward. Because it did not follow protocol permit permit 1, what? Beyond the days the time period and permit. Permit to permit to never want to follow protocol. So that's, that's as far as. **Nancy L. Bushika (Chair):** Yeah, it didn't have a permit because it wasn't. **Michael G. Denault (inferred):** Right, there is no permit, no permit. **Speaker 8:** There is no permit to deny subject to, but that's, that's my, you can, but I did make a motion to second that motion. If that's, we're going to go as a border, if you would like to talk more about what's about, so you send a letter, an email to the chair. **Speaker 13:** Yeah, at least a little part. No. Of the CBA stating our findings of that meeting that you got to agree with that all in favor or one of the CBA to we'll remember we're just sending a letter during the executive session. **Michael G. Denault (inferred):** Well, one thing, well, I guess I don't we have people in this town on this board right now and it doesn't matter we have people in this town to have sent me letters, emails talking about sides. Well, one thing, well, I guess I don't we have people in this town on this board right now and it doesn't matter we have people in this town to have sent me letters, emails talking about sides. And I'm getting pissed off. This time, 10 years ago, we got along and now there are just nitpicking and who's on whose side and they literally came out and said to me, hey, I hear you're on the other side. I'm going to put that right out here right now to you and you and everybody else in this town. I don't have a side and follow protocol. I swore to the Constitution and there's no side. This is ridiculous. And, you know, Jim, you're right. It is a hard job and we don't know everything. You know what? I'd like to learn more, but the bottom line is there is no side and she has just as much right as you and me and I'm going to start making more motions. **Speaker 8:** Yeah, yeah. Enough is enough. **Speaker 17:** I wrote it out. **Nancy L. Bushika (Chair):** Reading an approval of records and orders. Oh, are you a visitor? **Speaker 23:** OK, yeah, I. So my name is Christine Dover. I live on. East Road 164. They just repainted the other day, which which was nice, except that when they did the road, they raised it by my driveway. Sorry, I'm trying to get where my driveway was totally flush with the road. My driveway is now this much lower than the road. There's the stick to show you that I did not did not make it up. I called the highway department. They came in. They put down dirt, which is fine. It allows me to get my car in and out, but dirt is going to wash away pretty friggin quickly. I need something a little more permanent and because of the drop off and not knowing that the drop off was there because I come down Henderson Road on East Road when I come home and swing. In left. I. not see the drop and so i have this crack now in my bumper and this crack in my bumper and you can't really and then i took pictures of other driveways to show you all that they didn't raise that i mean it looks like it's just a two inch rolled overlay so why they raised up this much of my driveway i have no idea all the rest were flush and blended nicely **Speaker 29:** so i'm looking for some sort of remediation can you tell me okay you must be new in town **Speaker 23:** and you've got to go back a generation for a house i do um so i'm assuming you know where justin henderson lives yeah i live across the street from him okay one six two five so right by the beaver pond it's the yellow house way back yeah kind of a longer driveway it's not really long compared to my one in florida this one's pretty short and easy to maintain um but yeah it's it's pretty bad um like i said don't necessarily need a decision tonight i'd surely wait two weeks for you guys to do some more discussion and maybe come with a problem with the problem well unfortunately we just heard about it tonight right i know that and the other thing is our road commissioner is not here so and like i said they were totally responsive when i called him he was over there within an hour and put the dirt down so that i could get my car oh that's the other thing is my car is only going to be here for a couple of weeks and i'm going to have to get that out of the small doctor to probably taste it i recently got a four inch clearance i drive a **Speaker 30:** kia k5 so you know grab one of the contractors with something other than what this a quality **Speaker 13:** you know they go after i'm pretty sure they did it i'm trying to hurry up get home probably **Speaker 23:** but i'm sure if we reached out to them they probably found somebody out to and because the other thing and because now i'm not sure if the pitch **Speaker 13:** I'm not mistaken, you're at like a corner there. **Speaker 23:** I am right on the corner. **Speaker 13:** So they probably did that so the water would go inside. **Speaker 23:** Well, that's what I'm worried about. Is the water going to come totally across the way and make it a bigger mess? I don't know. I just need it fixed better than what it is. **Speaker 13:** It's something we're probably going to have to talk to Dave about. And if Dave talked to Warner Brothers or Allstate. **Speaker 23:** I think it was Warner that did it. **Speaker 13:** Yeah, that's the same. I'm not sure. **Speaker 23:** No, I think it was just. I think they were just doing a two-inch, like a two-inch overlay. Yeah, because there was no, there was no scarification. There was no reclamation. There was no, there was no nothing. It was just putting that down and then they were kind of done. So I really think it was just like a two-inch overlay. That's more than two inches there. Just on mine. But again, I think it's because of the corner. I think it was the pitch of the road. I think it was them trying to get the water away from and drain. Maybe better than what it was. You don't compromise the road when the winter comes and it starts popping because of the water getting under it. I really, I don't know. But we'll have to talk to Dave. Maybe a little better, please. **Speaker 13:** It is a significant amount. **Speaker 30:** Dave even said that when he came. **Speaker 13:** After that would be. **Michael G. Denault (inferred):** When did you call Dave? **Speaker 23:** Yesterday. **Michael G. Denault (inferred):** Yesterday. **Speaker 23:** Because they did it, they did it Wednesday morning. So when I came home Wednesday night, it was kind of gone. I didn't see it. Like I said, then they did the image to my car. So then yesterday when I was coming home, I made sure I stopped and took pictures of everything. This is all I could find to measure with because my husband was in the home. So I couldn't find a measuring tape. **Speaker 30:** It is like 16 inches. **Speaker 23:** Yeah, it's over a foot actually. And then tonight, I work in Hinsdale. So I had to come right here. So I didn't have time to do anything better. But I can certainly like email pictures if you want. You can certainly go by my house and look. My car still doesn't want to go and look at the cracked bumper and that. I go. **Speaker 29:** But we'll have to talk to Dave. **Nancy L. Bushika (Chair):** Right. Okay. **Speaker 23:** Something here. Okay. But I'm going to just go back to my car. I think there's a pretty significant image to the shield inside. And so that came loose. I was driving to work this morning. It was flapping all over the place. Now it's kind of shredded. So should I come back to the next meeting? **Speaker 31:** I think we could have Lori call. **Nancy L. Bushika (Chair):** Yeah. We can have Lori call you and let you know. Okay. **Speaker 23:** I'm sorry that I. **Speaker 32:** Sorry. **Speaker 33:** Any other hearing of visitors? **Nancy L. Bushika (Chair):** Reading and approval of records and orders of June 5th. Motion to approve. All in favor? Unfortunately, Dave is not here tonight. And I have nothing on recycling. Adoption of zoning bylaws. We had a public hearing last week on the zoning bylaws. A couple visitors. There's no disagreement with what was. Happening with the zoning bylaws. So can I have a motion that we approve them as presented? All in favor? **Speaker 34:** Aye. **Nancy L. Bushika (Chair):** Sign them. Yes. They will not be effective until when? August. Sometime in July. **Speaker 5:** March 10th. **Speaker 16:** Hey, this is a bylaws. **Speaker 35:** So I think it would be a good idea that next year because they won't let you go. **Speaker 8:** We probably wouldn't. We're ready to get everything but sign it. Exactly. **Nancy L. Bushika (Chair):** But they. I don't. We had the meeting. On June 12th. But I think the planning commission is more hands on this time than they were before. And they'll be. **Speaker 5:** Yeah. **Nancy L. Bushika (Chair):** Being able to say what they want to see in the plan and not what VCRC wants to see in it. **Speaker 16:** We're very hands on. Unfortunately, very restricted. **Nancy L. Bushika (Chair):** Yeah. Well, you have to follow the state law, but you could. **Speaker 8:** Most of it is cookie cutters. Most of it is cookie cutter stuff. 80% of the town plan. It's probably cookie cutter in there. And then you just said. **Nancy L. Bushika (Chair):** Review tax bill insert. Lori's getting prepared to send out tax bills. Well, I don't know if you read the Deerfield Valley News, but the school wants 30% or 50% right away. Right away. All these. **Michael G. Denault (inferred):** Well, that's what I was saying. Why do we have to. I guess everybody's just. It'd be better if. **Nancy L. Bushika (Chair):** What if we don't? **Speaker 6:** What's the. What's going to happen? Sorry. **Nancy L. Bushika (Chair):** But wouldn't it be better to let us all go on our same schedule and stagger their income? **Speaker 7:** They make us borrow. Correct. They just borrow until we give them the money. **Nancy L. Bushika (Chair):** But they weren't quite sure if they have the power to borrow. If the supervisory union has the power to borrow. **Michael G. Denault (inferred):** If they have the power to take. **Nancy L. Bushika (Chair):** Yeah. **Michael G. Denault (inferred):** The only thing they can do is vote on it and give themselves the power. Would you give them the power if you were them? Well, not as well. I got to give the town the loan anyway. So that's the history of financial. Right. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Well, then we should just fire along, get rid of them. **Nancy L. Bushika (Chair):** Yeah. **Speaker 4:** So you made you make a decision on that tonight to send it to you and get you thinking about it. **Nancy L. Bushika (Chair):** Well, I like the part where you put in the tax bill in your paying your Stamford property tax bill. Please keep your tax bill. And I mean, what they've always said to me was. Well, Nancy, you kept better records than me. Well, keep your tax bill. It's only a few months. You have to keep it. You go to your auditor. Reminders. Homestead declaration. If you don't file your homestead declaration and you file it late, you get a late fee from the state. Sends it to Lori. Lori's got to do a revised bill. Send it out. Would you say somebody just got a $200 bill for filing your homestead late? Saying. I'm a resident. Not mine. **Speaker 36:** It's a. **Michael G. Denault (inferred):** One time. And then it should stay like that. **Nancy L. Bushika (Chair):** I think you could take out the picture of household hazardous waste and make stuff smaller. And like you said, people, I mean, this household hazardous waste and the electronic waste, people that come here to buy their recycling cart, it's already on that slip. So fit in what you can. Probably. It could make the first page. The state of Vermont is creating a free communication network called Vermont Alert. Maybe that could just go one, two, three. 9-1-1 house numbers need to be visible. Do they contact you and then you send them on to Bill or should they contact Bill immediately or save you from getting the phone call first? **Speaker 4:** Most of the time it happens. **Nancy L. Bushika (Chair):** It goes to Deb? **Speaker 4:** I don't know if that's the right way to tell. **Nancy L. Bushika (Chair):** 9-1-1 numbers. And you tell them to call Lori or Bill? Well, Bill and I call. Okay. Okay. **Speaker 7:** I just didn't call you directly. Okay. But then Lori has sent them. Okay. **Nancy L. Bushika (Chair):** So you send them to Bill, Lori sends them to Bill. **Speaker 37:** I was wondering where they come from. **Speaker 13:** I want one now. Yeah, it's 16 bucks. **Nancy L. Bushika (Chair):** Probably we could take the leaves out. Leaves are coming. Fall is coming. Don't break the leaves into the roadway. What, the 9-1-1 number? Yeah. There's a whole set of rules that Lori sends out to the person requesting a new 9-1-1 number. If you were just building a house, you needed the 9-1-1 number. **Speaker 6:** Indication, state statute. It says put it on your house and use the visible defense. Well, your house isn't far away from the road. **Speaker 2:** I think it's visible. **Speaker 38:** I don't think there is a height. **Nancy L. Bushika (Chair):** I don't think there was a height. There's no height requirement. **Speaker 6:** There's no height to the sign. There's a requirement for the height of the letters, the numbers. Right. **Nancy L. Bushika (Chair):** And mine is up. **Speaker 8:** I'll confess right now. I don't have one. Sorry, Bill. In my defense, I think about it a lot. I'll tell you. That's a start. But I'm not alone. **Nancy L. Bushika (Chair):** There's a lot. I brought it up at last meeting. There's a lot. **Speaker 8:** I wouldn't have thought it was nonprofit to start all this. It's on your mailbox, I guess. Is it mandated? **Speaker 26:** Is it mandated? **Nancy L. Bushika (Chair):** Yes. **Speaker 8:** Is it mandated? **Nancy L. Bushika (Chair):** The green one? **Speaker 8:** What's the penalty? **Nancy L. Bushika (Chair):** No, no, no. No, no. It's a 9-1-1. Oh, the number. You can have fancy numbers or any kind. **Speaker 8:** Oh, I got a number. I just don't. **Speaker 7:** No. I don't either. **Speaker 39:** It's just got to be bigger. **Speaker 6:** Yeah. Right. It's got to be bigger. It's got to be bigger. It's got to be bigger. It's got to be closer. It's got to get there. They specify three-inch reflective letters on a contrasting background. **Nancy L. Bushika (Chair):** I mean, Reedsboro has blue. Stamford has green. **Speaker 1:** That's how no one else would want it. **Speaker 8:** When's the best time to come up? Monday meeting? What, sir? When's the best time to come to the fire office on Monday meeting? **Speaker 6:** Yeah. I don't know if we used to have that. **Speaker 40:** I'll let it go. **Speaker 8:** I just got a hunch that I'm going to come. **Speaker 6:** Lori has a question. No. What do you think? **Speaker 8:** You think if you're a fire worker, I just got to bring you to the fire department. **Speaker 41:** If you want to come up on Monday night, you've got lots of blank forms. **Michael G. Denault (inferred):** First you call us Don. Now you call me Lisa. We're good now. **Speaker 6:** We brought her up weeks ago and mentioned it because she doesn't like to know what's going on. And she brought back to me to remember that we did two years in a row. She and I drove up and down. We drove up and down every road in town, cited it against the 9-1-1 listing so that we could identify as best we can for those that are not. And then we sent out notices to those people twice. And if we want to try and enforce it, you can write one of your traffic tickets for $50. I'd write one myself. **Michael G. Denault (inferred):** Good. You know what I think we should do is tie a note around a rock and throw it back. **Nancy L. Bushika (Chair):** If something happens. If something happens to his window. We've got something to go on here. And I think if you put too many papers in there. **Speaker 13:** I would try to put that tax one on the front page. **Nancy L. Bushika (Chair):** The tax one on the front page? **Speaker 13:** I would try to put the tax one on the front page because I bet 50% of people are going to be like, oh. But they're like, oh, taxes? Ooh, that's coming out of my pocket. I better pay attention to this. And maybe they'll read it. **Nancy L. Bushika (Chair):** So we review the tax. We'll insert and kind of cover the 9-1-1 house numbers. Like Lisa said, alpha, more. Not going to send them out. Ethics Commission, ethics ordinance. So last time we learned that the state of Vermont is not going to be backed out of helping us or reviewing the complaints. So Doug, Lori, and I met the other day. And we took that verbiage out of the Code of Ethics investigation and enforcement. And we have to come first to town, the Select Board, and how we are going to handle this. There's a form attached. And there's several questions we have to answer there. And then the Select Board and the, comes to the Select Board. And then we designate someone from the pool to investigate. Both sides of the, what's that company? Yep. We did? Sign up. Just let Lori know. We have five or six now that we can choose from, and like we discussed, we're not sure how we're going to pick from the pool, if it's going to be picked from a hat or, we don't know that yet. **Speaker 13:** We haven't figured it out. Well, if you actually can't investigate your own thing, then you can't be cooking the hat. **Speaker 3:** Did we do that? Well, no, we talked about it. What we talked about was just putting the names of the people that are on it, you know, the volunteers, just picking them. The number one will be the person that does the first investigation, number two will be the second, and as we said, if there's some kind of a conflict or something, then we just move this way. I think it's over here. Each investigation, yeah. **Nancy L. Bushika (Chair):** They're going to gather the facts, and then the board will... **Speaker 2:** Because I think one person can handle it. **Speaker 3:** One person can basically, what you need to do is talk to them, complain it, get us to **Speaker 2:** talk to them. **Speaker 3:** No, I think, you know, I disagree with it. I think one person can handle it. **Speaker 42:** Because I think one person can handle it. **Speaker 2:** You'll handle it. No. **Speaker 43:** But this one... **Speaker 3:** So that's all I'm saying. **Speaker 2:** We discussed this back and forth, and it's all new. We don't know. **Nancy L. Bushika (Chair):** Well, coming from a couple of people that have been involved in major crimes, I would think, and I know this is not major crimes, but personal conclusions. **Speaker 16:** No matter what the list is, if so and so is up there, there's some kind of, you know, history here at Stamford. So, having a couple of people, you know, come in and talk to them, and then you can have a couple of people doing it, or even three people, at least you have an odd number. You've got somebody to bounce it off, and make a decision, and bring it to the board. You've got three decisions, maybe, that the board can decide. Not just one. **Speaker 3:** What was the... That's the point. Excuse me. I was going to say, that's the point, is that the job you guys are doing is collecting the information. Bring the information to the board, and we will use your information to make the decision. **Speaker 10:** So, if the job is really not a commission... Right. Isn't that more than... Like, isn't that similar to, like, the committee? No. **Speaker 3:** I think the commission that you're talking about, there was a state commission. And they... The way it was supposed to be, when they set it up, was that there was a question. We'd gather the information. There was a liaison. We'd send it up to the state, and they would send back their recommendations. It's like an unfunded mandate. All of a sudden, they didn't have the people to do it, so they just pull it so it's back an hour last. As far as a commission, no. This is a... This is a commission. This is a commission. This is a commission. This is a commission. This is a commission. This is a commission. This is a commission. No, I understand. They didn't say anything about it. They didn't have anything there. The town, according to everything I read, was a town that developed their own investigative time zone. I'm a little confused on this because maybe you guys... Somebody can explain this to me. **Speaker 16:** But we have a designated liaison, somebody that acts as a point of contact between the **Speaker 13:** garrison and the CDC. And they go to the DCA too, and they're going to make sure that their information is going complainant for the Select Board and Vermont State Ethics Commission and at the same time we have a group of individuals what are the group of individuals doing if we have a one person that's well the reason we kept it **Speaker 44:** in there was in case they change your mind so it's not one person it is a **Speaker 45:** group of people so instead of person it should be persons isn't that what we **Speaker 2:** are doing though you have a group of all these people we're still only picking one person just pretty much you're supposed to I'm sorry go ahead I'm just going to say **Speaker 3:** one person is going to make a decision what they're going to do is collect the facts and bring it to us it's going to be the Select Board what whether it should be one person or not **Nancy L. Bushika (Chair):** when we appointed him as the designated liaison I was the liaison until the **Speaker 3:** statement **Speaker 7:** you guys are the ultimate judges no question you guys are going to make the **Speaker 16:** decision but you can't just send one person to do that and then that one bias person that comes to the court and said this is what I believe he shouldn't have the same **Speaker 3:** but then you're assuming people are going to be biased this is not that this is not this big of a thing that's why there's a jury collect the information give us the information give us the information and we'll decide **Speaker 16:** it's a it is a big thing so **Speaker 3:** it's not a complicated one **Speaker 16:** oh no this is not complicated at all so we have a complaint that you did something wrong So here comes the complaint. I mean, you don't want certain people interviewing you or investigating you. You'd rather have three or four people that might have different ideas and say, okay, this one has a little more compassion for one thing or the other. They're going to bring back a collective of information to the board and let you guys decide of what the commission or the group has decided. **Speaker 13:** I'm not going to disagree with that. **Nancy L. Bushika (Chair):** There's one step in between, though. All right, one person investigates, gathers the facts, brings them to the board, but then we also meet with the complainant and whoever the complaint is against. We will be meeting with them, too, to get their sides. **Speaker 46:** We're just collecting the same. **Speaker 2:** Thank you. **Speaker 13:** It would be great if we only heard instead of... Instead of having to listen to three different people at one time, it would be great to just have the person on it, and then maybe the three or four people below the lead person gives the lead person all the advice. And we just hear from that one. **Michael G. Denault (inferred):** We got just five or six. So you pick three people, they vote on who they want, you pick them, what's the resistance to having more? **Speaker 13:** It's volunteer, nobody's getting paid, why would I have more? **Speaker 3:** I think there's also more conflict, more making. I think there's a bigger deal out of this than I'd like to see. **Speaker 2:** But you're just... Three people could be just as prejudiced as one. **Speaker 3:** No, you know what? I've just stated my... So, here we go. **Nancy L. Bushika (Chair):** This is only the... This is only a draft. **Michael G. Denault (inferred):** I mean, it's just information that's going on, finding numbers. **Speaker 13:** Yeah, this is what I'm trying to understand. Why do we have so many people in our pool that we're only going to utilize? **Nancy L. Bushika (Chair):** What's that, Kirk? **Speaker 8:** How did we come to this conclusion? **Speaker 26:** Well, this is only... **Nancy L. Bushika (Chair):** This is only a draft. I mean, you guys can look it over and... **Speaker 8:** I'll decide that anyway. **Nancy L. Bushika (Chair):** If you want to decide, if you want to change it, this is... This is not set in stone. **Speaker 10:** I'm here. This is a case... You scared me, man. I was going to shoot back. It's a little uncomfortable now. I don't disagree. **Speaker 8:** It's not pertinent. I need to have three. I'd make a motion if I need to to have three people. **Nancy L. Bushika (Chair):** Well, you don't have to make a motion. I mean, this was just a draft that... **Speaker 8:** We can just change it and edit it. **Nancy L. Bushika (Chair):** Change it. Laurie can change it, send it to us again, and make whatever changes you want in it. **Speaker 5:** This is our ordinance. **Nancy L. Bushika (Chair):** And what else did you guys see in there? We sent it to... Laurie sent it the other day. Designate a person, three persons? **Speaker 13:** Just change the persons, and then figure out how many... I mean, I think it would be great if you had a lead on it, and then had a few people under the lead guy. Because, like, if someone's going to come and talk to all of us, we want to just hear from one person. We don't want to hear all three of those things all at once. Have a little meeting prior to, and then just hear from one person, and that would be the best. **Nancy L. Bushika (Chair):** Well, how many are we going to have to investigate first, to gather the facts? **Speaker 8:** That's what we want. I'd say three, so that way they're kind of like... **Speaker 13:** We can't stop three of them. It's the same like us on the board, that's why we have an odd number. **Nancy L. Bushika (Chair):** We can't stop three of them from coming here to talk, because we don't know... Isn't that the unit second? **Speaker 13:** That would be, yeah, it would be... **Nancy L. Bushika (Chair):** It could, or the person that the complaint is against could have it in open session. It's up to them. It's up to them. **Speaker 5:** So you want to change that to persons? **Speaker 4:** Yeah, it's on the back here. **Speaker 13:** I was looking at that. I was tempted on doing a mock-up. **Nancy L. Bushika (Chair):** Does it say in the back three people? **Speaker 2:** It's not bullshit. **Speaker 16:** It's not bullshit. **Nancy L. Bushika (Chair):** Where's that? **Speaker 16:** It takes the single person to write it. And you know that's the right way to do it. How many investigations do you have to write yourself? Three. I'm just talking... **Speaker 13:** Just in general, like even when we have Dave working, we have a partner for Dave. You know, it's like... Can you move the question? Something could happen and lose the... **Speaker 8:** I don't even understand what the husband's answer is. I think we know who moved the question. **Nancy L. Bushika (Chair):** He wants to move the question. **Speaker 8:** Second. **Nancy L. Bushika (Chair):** All in favor? **Speaker 26:** Aye. **Speaker 8:** I'm going to vote no. **Nancy L. Bushika (Chair):** He wants to move the question. Enough talking about it. **Speaker 22:** Move it along. **Michael G. Denault (inferred):** Aye. **Nancy L. Bushika (Chair):** Move it along. Okay. Lori will make the changes and review it again. First quarter financials. Lori sent these. Financials to us. Was there anything that jumped out that we need to ask Lori about? I had a big question about the money market interest. We budgeted $100. And for the first quarter we collected $1,336. So I said, whoa, what happened, Lori? She said, well, because we had all this food money there. And then for February and March we didn't get that much. But, I mean, that really jumped out. Like, wow. How come, you know. **Michael G. Denault (inferred):** That's an incentive for them to borrow some money. **Speaker 10:** Oh, and then we got a. **Nancy L. Bushika (Chair):** And the library section will not be showing up in our general fund report. Because the auditor suggested that they have their own fund. Still run through the town, but it will not show up in this report. It will be a lot easier for Lori to handle that. And then in the income for the highway. It does show. But we received $10,000 for last year's Clean Water Act. And then the FEMA flood money, we finally got reimbursed for that. That was two years ago or three. Three? So if there's any questions, check with Lori. **Speaker 8:** Oh, I did. **Nancy L. Bushika (Chair):** Review the employee policy handbook. **Speaker 1:** You checked it off, Kurt? **Nancy L. Bushika (Chair):** Do you want to review this with a couple people? And then bring it back to the board? How do you want to do it? We haven't reviewed this policy since 2018. I think we need to do it. Work with somebody. When? We'll take a date with Lori and I. **Michael G. Denault (inferred):** When we can get together. Let me know. **Speaker 13:** Are we going to advertise? Should we? I'm just looking at this free public places. Advertise for vacant positions. Are we going to ever advertise for a third? Another game? **Speaker 37:** Another guy, yeah. **Nancy L. Bushika (Chair):** Well, it is in our minutes at the end. If anybody is interested to come forward. We need a third person. **Speaker 13:** Let's post it. **Nancy L. Bushika (Chair):** You mean for a private? **Speaker 13:** Yes. Three public places you need to post it. I mean, I posted for how nobody's called me. So I think. I told people that don't work right now. I think we should seriously think about posting a position for a third guy. Motion to post. **Nancy L. Bushika (Chair):** Second. We have two. Are we going to discuss hours? Pay? What's that? **Speaker 47:** Full-time, part-time? **Speaker 13:** Let's start with part-time. With option to go full-time. **Michael G. Denault (inferred):** Yeah. We don't have to hire him. **Speaker 41:** That guy's not going to work for us. **Michael G. Denault (inferred):** We don't have to hire someone. It's not like we have to. You got to start feeling this out. Because it's closer and closer to you. **Speaker 6:** Yeah. If the right person comes along. Change it. Is that higher for 30 or 40 hours? **Speaker 16:** Yeah. **Speaker 6:** We could discuss pay. It's already negotiable. **Nancy L. Bushika (Chair):** Yeah. Is it going to be both? Let's work something up and send it to us. **Speaker 37:** I mean, there's an eyewash we could put right on top of this list. **Speaker 13:** Put the eyewash on. That we've been trying to get installed for a while. Over a year now? **Nancy L. Bushika (Chair):** Yeah. **Speaker 13:** Correspondence story. **Nancy L. Bushika (Chair):** Small steps, big steps. **Michael G. Denault (inferred):** Old business. **Speaker 48:** We've got a couple questions. **Speaker 22:** We talked about having all boards meeting. **Michael G. Denault (inferred):** I thought we were waiting until after we did the school board. **Nancy L. Bushika (Chair):** When are we doing the school board again? Next Tuesday. The 24th. 630. We're treating it as a work session gathering information. Just talking. It's not a meeting. **Michael G. Denault (inferred):** We can't make any motions. I'm sorry. This is just way past. **Speaker 7:** This is not going to help. Well, you're it. **Nancy L. Bushika (Chair):** No, we've advertised. Jim can't just have one? **Speaker 7:** I don't want to take all three classes that I should be attending if we're not going to move forward with it. Because I've done nothing. Do we not have to? **Speaker 13:** Do we not have to? **Speaker 7:** She doesn't want to. **Speaker 13:** She doesn't want to. **Speaker 2:** She doesn't want to. **Nancy L. Bushika (Chair):** Is it in the minutes that we are looking for a lister? Because we can appoint someone now that there's an elected opening. **Michael G. Denault (inferred):** Right. **Nancy L. Bushika (Chair):** Right. **Speaker 48:** Do you want it? **Speaker 16:** I'll make a motion. What I'm saying is, does both listers have to? **Nancy L. Bushika (Chair):** No, I think that you can work towards it. That's the whole purpose of having this elected is so we can get that. **Michael G. Denault (inferred):** Exactly. **Speaker 7:** Right. Yeah. **Speaker 19:** If they're just simply elected. **Speaker 7:** We're appointing an elected. **Nancy L. Bushika (Chair):** So, my feeling, I think this is how it would work. You can attend these sessions, because the state pays for it. The town doesn't pay for it. **Speaker 33:** Is that correct, Lori? **Speaker 7:** Yeah, I've missed out on the initial one, which was right prior to the election. I know. There was a big training session for all new listers. Are they still offering these sessions? Not that particular session. **Speaker 5:** I guess, I'll find out. So much, so different. **Speaker 2:** What's that mean? **Speaker 13:** Paying gig? Is it a decent paying gig? No. It's just like our job. **Speaker 8:** I'm just saying, it's hard to get people motivated without a little gumption. It's a lot in the spring. **Nancy L. Bushika (Chair):** But after that, **Speaker 8:** it kind of slows right down. **Nancy L. Bushika (Chair):** To bring this up, this word again, this sign, are we going to do something about it? We've got the bylaws that have passed, or are going to pass, as of July 10th. John, do you want to look into this? **Speaker 37:** You did before. **Speaker 13:** We started with the ball on it, and kind of stopped, because of all the commotion. **Nancy L. Bushika (Chair):** I thought you had a good design. **Speaker 13:** Given, we just go bigger on it, I guess. Now we have the option of going bigger. Average of bigger means more money. And I'm not sure what's in the budget. In fact, we only had like, maybe $1000 for a sign. I thought it was $800. **Nancy L. Bushika (Chair):** $350 for a new sign. **Speaker 13:** So, do we have a can drive, or how do you want it? **Michael G. Denault (inferred):** Let's see what the price is going to cost for it. **Speaker 13:** What were the prices that we got? Do you remember off the top of your head? The thing is, the size of the model comes in certain sizes. So if you stick them together, it gives you a break on the price. If you get an odd size, **Speaker 2:** you're getting charged for a full sheet. **Speaker 13:** I have signs on my truck, they're like 2x30 maybe. And I want to say two signs **Speaker 49:** was like $300. **Speaker 13:** Me too. That's what I'm looking for. I don't want to say I'm paying for the whole thing. So we needed to figure out what size you want to price on, and get a price for the size. Do you want to go with the max size that we're allowed? **Nancy L. Bushika (Chair):** Go with the size that's allowed. **Speaker 13:** Go with the size that's allowed. We'll get a price and see how much money we need to... **Michael G. Denault (inferred):** And everything's on the up and up now? We don't have to wait any days or anything after the payloads are packed? July 10th. **Speaker 48:** Just how you had it, **Nancy L. Bushika (Chair):** Stamford, town office, library... I'll be impressed if we have one up by fall. **Speaker 13:** Do we need a 911 number too, **Speaker 47:** or no? **Speaker 50:** For the sign? **Speaker 51:** Or for school? **Speaker 16:** Yeah, so **Speaker 13:** Lori, I think, has them. I have like a big... Alright, so based off the new zoning bylaws, we're going to get a bid for signage. Max is the laws that are allowed. **Speaker 52:** Within affordable standards. **Nancy L. Bushika (Chair):** That is if it's in their state right or left. **Speaker 8:** Do it, do it, do it. **Speaker 2:** That's it. We have old and new **Nancy L. Bushika (Chair):** She had enough of you. **Speaker 22:** Lori's got a couple **Nancy L. Bushika (Chair):** things for new business, old business. **Speaker 4:** So your next meeting would only be... Yep, July 3rd. **Speaker 13:** I'm hour by hour. **Nancy L. Bushika (Chair):** Do you want to have a July 3rd? **Speaker 8:** No. **Nancy L. Bushika (Chair):** No, okay. **Speaker 4:** Something I can tell you **Speaker 13:** when I move it, I... I'd like to move it. **Michael G. Denault (inferred):** We have one on Tuesday. That's the morning of payment year. Right. **Speaker 4:** I don't want to have it that... **Speaker 13:** Can we do a Wednesday and then another one **Speaker 47:** on a Thursday? **Speaker 13:** Wednesday, July 2nd. **Speaker 37:** What is that? 9? **Speaker 6:** Wednesday to 9? **Speaker 4:** So then you'll have Wednesday night **Speaker 53:** and Thursday. **Speaker 4:** Two nights in a row? No. **Speaker 8:** Monday the 7th and the 10th? **Michael G. Denault (inferred):** Yeah, I don't care. **Speaker 4:** We can do it. Yeah, no, I don't care. **Speaker 13:** It doesn't matter. **Speaker 27:** But it's at the moment. **Speaker 8:** It's hard to say, but... **Speaker 13:** We have another meeting prior to that, right? Or is that the next meeting? **Speaker 4:** This would be the next meeting. We don't have one until July 3rd. I'm going to be here, I just... **Speaker 13:** I'll be here, I'm not going anywhere. **Speaker 44:** July 3rd. **Speaker 13:** Why don't we do the 17th and the 31st? I just got the date off. We still only have two meetings. Do it. Make a decision. 1731. **Nancy L. Bushika (Chair):** 17. **Speaker 3:** What's the other one going to be? **Speaker 54:** 31st. **Nancy L. Bushika (Chair):** Right. 17th is our next meeting. **Speaker 8:** Didn't we have something on the path already? **Speaker 1:** Yes, the court of abatement. **Speaker 4:** Another meeting. Civil authorities and justice of the peace and the sled board. Two people who grieved to the Listers, received their decisions, were still unhappy with that value **Speaker 2:** and are now asking to go. **Nancy L. Bushika (Chair):** I know, it's too close. **Speaker 36:** It's too close. **Speaker 4:** Yeah. We also, being an odd year, the board of civil authority has to review and do that for a check. Are we getting that on the same night? **Nancy L. Bushika (Chair):** Yeah. No. **Speaker 55:** The board of abatement is a different meeting. **Speaker 2:** Yeah, I know what she said about the same night. **Speaker 56:** The board of civil authority **Speaker 4:** also reviews the voter checklist every odd year. So on top of having two grievances going before the board of civil authority. So whether you want to combine meeting or... **Nancy L. Bushika (Chair):** Yeah. It shouldn't take long. If you send us the checklist ahead of time, we can review it at home **Speaker 48:** and then just come here and... **Michael G. Denault (inferred):** Can we do it on the 17th **Nancy L. Bushika (Chair):** before the sled board meeting? Do the board of civil authority and? **Speaker 2:** The whole month. **Nancy L. Bushika (Chair):** Is that going to mess you up? The board of civil authority 30 firsts? **Speaker 5:** 30 firsts. **Nancy L. Bushika (Chair):** And then you will schedule the... **Speaker 13:** Lori's going to email and call **Speaker 4:** and make sure... **Speaker 48:** Alright, that's okay. **Nancy L. Bushika (Chair):** Can we do the board of civil authority we'll have to have an organizational meeting first. Six. I'd like to review the checklist first. And then the hearing like at quarter to seven and seven. Do 15 minutes. Do we do more than 15 minutes? We usually do. **Michael G. Denault (inferred):** Yeah. **Speaker 4:** So, six thirty is checklist. **Nancy L. Bushika (Chair):** Six o'clock is checklist. Organization checklist. Quarter of seven. Half an hour quarter after seven. Seven thirty, quarter after seven. **Speaker 54:** Seven thirty, quarter after. **Nancy L. Bushika (Chair):** Lori will send us that one as long as we're here at six o'clock. **Speaker 4:** We good? **Nancy L. Bushika (Chair):** Does this go with the fellow that's on our website right now? Does he do all this? **Speaker 4:** He doesn't have the storage for that. **Speaker 6:** So... **Speaker 57:** We can put the link **Speaker 4:** on our website and then when you click on it it takes you over to... **Speaker 37:** And we have to do it. **Speaker 13:** Is he going to charge us more for doing all that? No, he shouldn't even have to. So, let's do the hundred dollars a year then. **Speaker 6:** That should pay the cloud. **Speaker 16:** Yeah, pay the cloud. **Nancy L. Bushika (Chair):** And it stays there until **Speaker 4:** the next meeting or 30 days? Yeah. **Speaker 36:** How long do you have to leave it up there for **Speaker 13:** before you can take it down? It could be up or off forever. **Nancy L. Bushika (Chair):** Now, does the planning commission, ZBA, and all of them, everybody that has a meeting has to put them up there? Would they have to go through you, send their minutes to you, **Speaker 36:** and you put them up? **Speaker 4:** It's not the minutes, it's the actual recording. So, everybody uses the recorder which asks someone **Speaker 5:** if they don't record their meetings. I think just about everybody uses it. Well, they'll have to. And all the committees **Nancy L. Bushika (Chair):** will need to go by this ethics **Speaker 5:** conflict of interest, ethics investigation. **Nancy L. Bushika (Chair):** It's on a channel, **Speaker 13:** they have a TV channel. **Nancy L. Bushika (Chair):** No, the ethics and all that stuff. **Speaker 16:** The state laws have recently changed. I don't know if you guys are aware of that, but they've recently changed. So, they've come out with new handbooks for various positions in the accounts. I know the AO's zoning handbook has got some significant changes in it. **Speaker 58:** There was something too with, **Nancy L. Bushika (Chair):** I think it was the open meeting law, something just changed on that. **Speaker 16:** I haven't read that yet. I haven't read it either, **Nancy L. Bushika (Chair):** but there's a whole bunch of different handbooks now. Can I have a motion, is there any other new business, old business? Can I have a motion to go into executive session for two reasons, personnel matter and for pending or probable civil litigation? **Speaker 3:** Motion. Second. **Nancy L. Bushika (Chair):** All in favor? Aye. Thank you very much.
